Lake Powell and Lake Mead have fallen to their lowest combined levels since before Lake Powell began filling in 1963, and the seven Colorado River basin states remain deadlocked on a new operating agreement as current guidelines expire at the end of 2026.

The U.S. and Mexico signed a new Colorado River agreement on September 2 cutting Mexico's allocation by 17% in exchange for multi-year certainty, a rare example of binational cooperation as U.S. states remain deadlocked over sharing the shrinking river.
